Even in capitalist countries there seems to have been not a single significant instance of any sector of the economy which had long been publicly owned and publicly managed being handed back to private hands.[12] The whole of Soviet industry has been built up by the State. No title of private ownership has ever attached to it (except for the negligible remnant of pre-revolutionary industry, which has also been completely re-equipped by the State). This fact has sunk deeply into the mind of the Russian people. Any form of private ownership in industry is to them an anachronism as repugnant and irrational as slavery or serfdom is to the British or the American peoples.
