Описание:The concept of policy change can be seen through the functionality of European higher education. The issues that are discussed here provide an historical framework for the process of how organizations and educational institutions have advanced and changed over time. The critical issue discussed here is the factors that have centered around the educational changes, due to the Bologna Accord, and its effects on the Flemish community. The literature provides different points of view many and concepts about the merging all of these cultures together. Education has had ongoing structural changes. The research framework provides an evaluation of the contemporary concepts of organizational change as it has affected the European institutions of higher education. The emphasis of this research is to evaluate issues of organizational leadership and change as they relate to the Bologna Accord. The Bologna Accord is a policy that over 40 countries have signed into effect, for nearly 10 years; this in order to equalize the higher education system in Europe.

Glonacal Contexts: The Development of Internationalisation Policy and Pathway Programs Australian Higher Education Sector and Internationalisation.
Pathways and universities' close association with private providers contributed significantly to the commercial and internationalisation goals of these universities. Through a critique of Ball' s (1990) policy analysis framework this work explored the influences that led to the deregulation of international student recruitment(' the policy' )and the development of pathway programs in the Australian tertiary sector. Ball' s framework is extended to include Marginson and Rhoades' (2002) glonacal heuristic to analyse the global, national and local contexts that contributed to the creation and implementation of ' the policy' . The development of pathway programs was chosen as one aspect of implementation allowing a study that progressed from macro to microanalysis of ' the policy' cycle. The study examined the key ' players' who contributed to' the policy' s' creation, the ideologies that influenced these individuals and the contexts within which decisions were made. There were 151,798 international students in the tertiary sector, with 10 universities depending on this industry for 15% to 40% of their total income. In 2004 education was a $5. 6 billion export industry for Australia.
